    SALARY Salary Range: $16.63- $26.61 Hiring Range: $16.63- $19.33 Salary within the hiring range will be determined by relevant and verifiable work experience.  
    DESCRIPTION

    The Animal Control Officer performs protective service work enforcing animal control laws, investigating calls and animal bites, capturing and handling sick and injured animals and wildlife, issuing warnings and civil notices for violations, preparing and maintaining records and reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Logistics Sergeant.

    Essential Job Functions

    • Patrols assigned area in an animal control vehicle to search for stray, sick, injured, or dead animals and provides services as needed; responds to calls from the public, law enforcement agencies, or other Animal Control Officers concerning injured, stray, sick, or dangerous animals and violations of animal regulatory ordinances; enforces State and local laws, regulations, and ordinances such as leash laws, licensing, vaccinations, spaying, neutering, quarantining, dangerous dog, animal noise, and barking dog ordinances; picks up and transports animals to the shelter for impounding, disposal, rabies investigation or to the veterinarian, as appropriate.
    • Prepares reports, completes records and various forms such as daily activity sheets, receipts for fees received, citations, quarantine and investigative reports and logs of controlled drugs used.
    • Provides information to the public regarding licensing, vaccinations, euthanasia, rabies control, pet-owner responsibilities, spaying, neutering, and adoptions; participates in public school and community group presentations.
    • Conducts special investigations in response to public complaints of violations of animal regulatory ordinances; appears in court to testify and present evidence regarding violations of animal regulatory ordinances.
    • Performs animal care duties such as feeding animals, monitoring sick and dangerous animals, segregating and isolating animals, when necessary; detects disease or injury in animals.
    • Cleans and disinfects kennel areas, vehicles, and equipment; assists with office duties such as receiving animals brought to the shelter by the public and releasing impounded animals to the public.
    • Operates a motor vehicle and animal handling equipment; performs minor maintenance on assigned vehicles and professional equipment.
    • Issues civil and State citations or warnings to violators of various ordinances and testifies in court to present evidence or act as witness in criminal cases
     
    POSITION REQUIREMENTS
    • High school diploma or GED and minimal experience in work involving the care of animals and law enforcement, or equivalent combination of education and experience.
    • Basic Law Enforcement Training certification preferred.
    • Possession of an appropriate driver's license valid in the State of North Carolina.

    Knowledge, Skills, and Abilities

    • Thorough knowledge of the laws, ordinances, and regulations governing the control of animals and the protection of animals.
    • Thorough knowledge of the geography of the Town.
    • General knowledge of the control and handling of wildlife and animals.
    • Ability to solve problems within scope of responsibility.
    • Ability to recognize rabies symptoms and general knowledge of the methods and procedures to be followed.
    • Ability to enforce ordinances and statutes with firmness and impartiality.
    • Ability to establish and maintain effective working relationships with associates, elected officials, animal related societies and rescues, State inspectors, and the general public.

    Physical Requirements

    This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, speaking or hearing and using hands to finger, handle or feel, frequently requires walking and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

    DESCRIPTION

    Police officer is responsible for enforcing laws, investigating criminal activity, ensuring safety of the public, collecting evidence, testifying in court, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Police Corporal in the Patrol Division

    Essential Job Functions

    • Operates a patrol vehicle or walks on an assigned shift, to observe for violations of traffic laws, suspicious activities or persons, and disturbances of law and order.
    • Enforces all State and local laws pertaining to criminal, civil and traffic offenses and ensures the health, safety, and welfare of the public.
    • Interviews victims and witnesses to obtain additional necessary information regarding crimes, accidents, violations, etc.; helps investigate crimes and collect evidence; conducts searches; investigates traffic accidents.
    • Responds to radio dispatches and answers calls and complaints; issues traffic citations; serves warrants, summons, etc.
    • Assists the general public with services including education on crime prevention, provision of general information, assistance with auto or home lockouts, general complaints, stranded motorists and provides escort services for banks, funerals and other business.
    • Makes arrests, completes arrest records and testifies in court; writes clear, concise reports in order to ensure legal procedures are followed, court testimony is complete and accurate and evidence is collected and maintained with exact details.
    • Directs traffic; performs residential and commercial checks.
    • Assists other law enforcement agencies when requested or assigned.
    • Performs basic maintenance of all issued equipment.
    • Participates in various in-service and special training programs.
    • May be assigned specific collateral duties such as administrative, special response team, special operations, narcotics, K-9, investigations, animal control, etc.
    • May be required to work outside normal work hours in on-call and emergency situations.

    POSITION REQUIREMENTS
    • High school diploma or GED and minimal experience in law enforcement, or equivalent combination of education and experience.
    • Possession of Basic Law Enforcement Training certification.
    • Possession of an appropriate driver's license valid in the State of North Carolina.

    Knowledge, Skills, and Abilities

    • Some knowledge of police methods, practices, and procedures.
    • Thorough knowledge of the geography of the Town and location of important buildings.
    • Some knowledge of the rules and regulations of the Police Department.
    • Skill in using firearms and operating a motor vehicle.
    • Ability to communicate ideas effectively in both oral and written formats.
    • Ability to understand and carry out oral and written instructions and to prepare clear reports.
    • Ability to deal courteously, but firmly with the public.
    • Ability to analyze situations and to adopt quick, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.
    • Ability to establish and maintain effective relationship with associates, medical personnel, court personnel and the general public.
